A mid to late Victorian brass foot operated servants call pedal, would have been situated under a table or a desk. The only other one I've ever seen was one we restored for a customer. I believe it would have had a bar that went horizontally through the loop on bottom of the mechanism and the other end of the bar was connected to a spring. We've just given it a light clean.
